How do you deal with an unhappy or frustrated employee?

This is an attempt to evaluate your management and supervisory skills; also to look at your team-building abilities.  If the employee was under your supervision, what approach would you take to counsel him/her?  How about if it was a member of your work team?  Or just another fellow employee?

Now, the interviewer is not interested in what WE would do...what would you do?  Break down the problem...is the frustration affecting his/her work? or do you think other problems might arise?  What alternatives are open to you?  Do you feel you are good at talking to people, getting them to open up?  If not, then what?  Are there counselors available to employees as part of company supported benefit packages?
